Documentation is moved to archive when:
- ✅ Project phase completed and documented
- ✅ Migration successfully completed
- ✅ Information superseded by newer documentation
- ✅ Historical value but not current operational relevance
- ✅ Reporting period ended (quarterly/annual reports)
